مقدمة: في الأوقات التي تعجز فيها الأنظمة السياسية عن تقديم حلول للأزمات الاقتصادية، والفساد المستشري، وفشل الخدمات العامة، تبرز استراتيجية قديمة-جديدة تُعرف بـ “صناعة العدو الداخلي”. في السياق العراقي والإقليمي الحالي، تم اختيار مجتمع الميم عين+ ليكون هو هذا “العدو”. إن تحويل قضية الميول الجنسية والهوية الجندرية من شأن خاص وحقوقي إلى “تهديد قومي وأخلاقي” ليس محض صدفة، بل هو توظيف سياسي ممنهجهدفُه الإلهاء الجماعي وصناعة شرعية زائفة عبر بوابة “الأخلاق”.

1. آلية “كبش الفداء”: الهروب من الفشل إلى “الفضيلة”

تعتمد القوى السياسية الحاكمة على آلية “كبش الفداء” (Scapegoating) لتوجيه الغضب الشعبي بعيداً عن السلطة.

• تشتيت الانتباه: عندما يتحدث الشارع عن البطالة أو نقص المياه والكهرباء، يتم فجأة تصدير قضية “حماية الأسرة” أو “مواجهة الانحراف” إلى الواجهة. هذا الإلهاء يمنح السلطة فرصة لالتقاط الأنفاس وتوجيه السخط الشعبي نحو فئة مستضعفة لا تملك القدرة على الرد.
• الشرعية الشعبوية: من خلال تصوير أنفسهم كـ “حماة الأخلاق والدين”، يحصل السياسيون على تأييد مجاني من القواعد الشعبية المحافظة، مما يغطي على عجزهم في ملفات الإدارة والحوكمة.

2. “السيادة الأخلاقية”: محاربة “الغرب” في أجساد المواطنين

يتم توظيف رهاب المثلية كأداة للمزايدة السياسية تحت مسمى “محاربة الغزو الثقافي الغربي”.

• تسييس الهوية: تُصور حقوق مجتمع الميم وكأنها “أجندة خارجية” مفروضة، مما يسمح للسلطة بقمع الحريات تحت شعار “السيادة الوطنية”.
• رسالة صمت للجميع: إن قمع مجتمع الميم هو في الحقيقة بروفة لقمع أي شكل من أشكال الاختلاف أو المعارضة. عندما تتقبل الجماهير تجريم فئة معينة بذريعة “الأخلاق”، فإنها تمنح السلطة شيكاً على بياض لتقييد حريات التعبير والتجمع للجميع لاحقاً.

3. هندسة “الذعر الأخلاقي” (Moral Panic)

تعمل الماكنة الإعلامية والسياسية على تضخيم الخطر وتصوير أفراد مجتمع الميم كـ “وحوش” يهددون الأطفال وتماسك المجتمع.

• تغييب الحقائق: يتم تجاهل حقيقة أن أفراد هذا المجتمع هم جزء أصيل من النسيج العراقي (أطباء، مهندسون، فنانون، وعمال)، ويتم استبدالها بصورة نمطية مشوهة تثير الاشمئزاز والخوف.
• القانون كأداة ترهيب: إن تشريع قوانين قاسية (مثل تعديلات 2024) ليس الهدف منه “الإصلاح”، بل هو إرسال رسالة رعب جماعي تضمن خنوع المجتمع والتزامه بالمعايير التي تضعها السلطة، مما يقتل روح النقد والمبادرة.

4. التداعيات الاجتماعية: تمزيق النسيج من الداخل

التوظيف السياسي للأخلاق يؤدي إلى نتائج كارثية تتجاوز مجتمع الميم لتطال المجتمع ككل:

• تفكك الروابط الأسرية: تشجيع الأهالي على التبرؤ من أبنائهم أو ممارسة العنف ضدهم يدمر الوحدة الأساسية للمجتمع (الأسرة) التي يدعي السياسيون حمايتها.
• ثقافة الوشاية: عندما يصبح “الأخلاق” شأناً قانونياً عقابياً، يتحول الجيران والزملاء إلى “شرطة أخلاق”، مما ينشر الشك وانعدام الثقة ويقوض السلم الأهلي.

خاتمة: إن “المعركة الأخلاقية” التي تقودها السلطة ضد مجتمع الميم ليست معركة من أجل القيم، بل هي معركة من أجل البقاء السياسي. إنها محاولة يائسة للتغطية على ثقوب النظام عبر خلق دخان كثيف من التحريض والكراهية. الوعي الحقيقي يبدأ من إدراك أن حقوق الإنسان لا تتجزأ، وأن الإلهاء بـ “الأخلاق” هو الفخ الأكبر الذي يُنصب للشعوب لمنعها من المطالبة بحقوقها السياسية والاقتصادية المنهوبة.

Introduction: Whenever political systems fail to provide solutions for economic crises, rampant corruption, and the collapse of public services, an age-old strategy resurfaces: “Manufacturing the Internal Enemy.” In the current Iraqi and regional context, the LGBTQ+ community has been designated as this “enemy.” The transformation of sexual orientation and gender identity from a private, human rights issue into a “national and moral threat” is no coincidence. It is a calculated political maneuver designed for mass distraction and the fabrication of a false legitimacy through the gateway of “morality.”

1. The Scapegoat Mechanism: Fleeing Failure into “Virtue”

Ruling political forces rely on the mechanism of “scapegoating” to redirect public anger away from the center of power.

• Diversionary Tactics: When the public talks about unemployment or water and electricity shortages, the issues of “protecting the family” or “confronting deviance” are suddenly pushed to the forefront. This distraction provides the authorities with a breathing room, steering public resentment toward a vulnerable group incapable of retaliation.
• Populist Legitimacy: By portraying themselves as “guardians of morality and religion,” politicians gain free support from conservative grassroots bases, effectively masking their incompetence in administration and governance.

2. “Moral Sovereignty”: Fighting the “West” Through Citizens’ Bodies

Homophobia is weaponized as a tool for political posturing under the guise of “combating Western cultural invasion.”

• Politicizing Identity: LGBTQ+ rights are framed as an imposed “foreign agenda,” allowing authorities to suppress freedoms under the slogan of “national sovereignty.”
• A Message of Silence for All: The repression of the LGBTQ+ community is, in reality, a rehearsal for the repression of any form of difference or dissent. When the public accepts the criminalization of a specific group under the pretext of “morality,” it grants the authorities a blank check to restrict the freedom of expression and assembly for everyone later on.

3. Engineering “Moral Panic”

The political and media machinery works to amplify the perceived danger, portraying LGBTQ+ individuals as “monsters” threatening children and social cohesion.

• Obscuring the Truth: The fact that members of this community are an inherent part of the Iraqi fabric (doctors, engineers, artists, and workers) is ignored. It is replaced by a distorted stereotype designed to evoke disgust and fear.
• Law as an Instrument of Terror: The enactment of harsh laws (such as the 2024 amendments) is not intended for “reform.” Rather, it is meant to send a message of collective terror that ensures societal submission to the standards set by the authorities, effectively stifling the spirit of criticism and initiative.

4. Social Consequences: Tearing the Fabric from Within

The political tooling of morality leads to catastrophic results that extend beyond the LGBTQ+ community to society at large:

• The Disintegration of Family Bonds: Encouraging parents to disown their children or exercise violence against them destroys the fundamental unit of society (the family) that politicians claim to protect.
• A Culture of Informants: When “morality” becomes a punitive legal matter, neighbors and colleagues turn into “morality police.” This spreads suspicion, erodes trust, and undermines civil peace.

Conclusion: The “moral battle” waged by the authorities against the LGBTQ+ community is not a battle for values; it is a battle for political survival. It is a desperate attempt to cover the holes in the system by creating a thick smoke of incitement and hatred. True awareness begins with the realization that human rights are indivisible and that the distraction of “morality” is the ultimate trap set for people to prevent them from demanding their stolen political and economic rights.
